static ip (never changing) cost a bit extra here in the us not sure if its the same where its being hosted...but to get a static ip you might need to purchase better business hosting which here in the us is at its cheapest 300 bux a month and more then you need for this simple a hosting situation...may just come down to not work the cash for the static.
any isp with a highspeed/wideband/dsl provide conection provides dynamic ips for free with the service your using no matter how basic the service is...

Dynamic IP: A dynamic IP address changes each time you connect to your Internet Service Provider (ISP). This allows ISPs to keep a pool of addresses available to subscribers. If you disconnect from the ISP, your address is returned to the pool, becoming available to the next computer that connects.
Static IP
If a host offers a static IP, it means that your site will be assigned a unique and unchanging IP address.
